The argument is presented that such programs can be of tremendous benefit in that they offer solutions thousands of crimes, crimes about which a convicted criminal is likely to remain silent on and in all likelihood would escape detection without such programs. Mandatory testing would consequently be beneficial in that it would bring closure not only in a legal sense but in an emotional sense. Bibliography lists 5 sources.
