It is true that there has been a great amount achieved in the nearly thirty years since the National Environmental Policy Act of 1969 (NEPA) was implemented; indeed, most environmental rules have proven themselves to be cost-effective and good for the economy. But some critics contend that not enough local attention has been given as a means by which to offset the complacency that exists today.
