As a means by which to forestall this continued degradation, the Kyoto Treaty – originated from the 1997 conference – originally sought to legally mandate emission reduction over the next ten years of 5.2% lower than 1990 amounts for industrialized nations; however, this figure was quickly 'watered down' to two percent when the world's largest polluter – the United States – flatly refused to cooperate. Emitting thirty-six percent of all global pollution in 1990, it came as quite a surprise with President Bush announced that America would not comply.
