programs. OSHA has tried to initiate legislation forcing small business to comply with
burdensome regulations that may not be relevant but are always costly. The paper discusses
coalition efforts on the part of business, insurers and government agencies as being effective in
leading to increased safety, as well as reasons that smaller businesses are less able to develop such
