management. It is becoming apparent that the US tobacco
industry has only a limited existence in its traditional form.
As other tobacco companies have battled legislators and judges,
Philip Morris' management's reaction in recent years has been
not only to acquiescence to judicial rulings, but also to take a
proactive approach to taking a "higher road" than its
competitors. The effect has been to gain the company positive attention in a negative
environment, gaining more exposure for the company than currently is possible through
