Costs of retention may appear to be high, but the costs of turnover are greater—the primary difference is that the costs of retention are so much more easily quantifiable. High turnover rates carry other effects other than just costs of replacement, and it is those costs that are so difficult to define. Senior management may never make a connection between falling sales and increasing turnover as customers feel they are left to fend for themselves when confronted with new people who may well have not been sufficiently trained to do their new jobs; and it may not be possible to reliably judge how excessive turnover affects those employees remaining.
