but not yet inaugurated. Ten Southern states have seceded from the Union, and this is a
report to Mr. Lincoln outlining arguments for allowing the secession to stand unchallenged
and arguments against doing the same. The final recommendation is that Mr. Lincoln
determine to preserve the Union at all costs, even those of bloodshed and suffering.
